Can I control a Forgotten evocation with health 3 or less?

Many spells allow control or removal of an Evocation with a health of 3 or less. Does this also apply to Forgotten evocations?
Only a Forgotten card can destroy a Forgotten card summoning!
An un-forgotten card cannot destroy them.
All cards can control an evocation of a forgotten card!
