Events played during action phase: do you apply effects immediately?

When an event card is brought into play during the Action Phase and placed onto the Event track, are its written effects immediately applied? Or does it only take effect during the next Black Rose Phase?

Each event is its own, just follow the directions of the events and use them normally once they come into play!
EXAMPLE:
We drew the BR event "Battle" once played from that time when a mage activates a red room the rose will get a PP!
We drew the BR event "Rebirth at Sunset" once it is on the BR event board instabilities on all gray and green rooms should be placed immediately!
