Does the Geomancy spell "Mastery" steal 1 PP from all targets in the Black Rose Room?

If a mage casts the Geomancy spell "Mastery" on the Black Rose Room, the spell states " Geoform (Black Rose Room): convert 2 instability, Steal 1 Power Point. Does this "steal 1 power point" affect all mages in the Black Rose Room, effectively giving the casting mage up to 5 Power Points if all other mages are present in the Black Rose Room?
